Established in 1997, Shanghai Horizon Law Firm focuses on insurance, maritime and shipping, internet and e-commerce, marriage and family affairs, employment, and foreign investment, providing comprehensive legal services to clients in China and around the world.
Horizon brings together legal professionals with domestic and international experience. Working as one integrated team, we deliver efficient, full-service legal support with a rigorous, precise and forward-looking approach across banking and finance, foreign investment, insurance, maritime and shipping, employment, family matters and dispute resolution.
Our principal office is in Shanghai. The firm has 11 experienced partners and more than 30 lawyers, assistants and specialist advisers. Team members have studied at leading institutions in China and overseas, and several have worked or qualified in jurisdictions including Hong Kong, Singapore, the United States, Canada and Japan.
Horizon maintains close working relationships with law firms and lawyers in other jurisdictions. Our clients include banks, companies, institutions and individuals from mainland China, Hong Kong, Macau and Taiwan, as well as the United States, Canada, the United Kingdom, Germany, France, the Netherlands, Finland, Switzerland, Australia, Japan, Singapore, Malaysia and Indonesia.

On 17 June 2021, to put the people-centred city philosophy into practice, further improve Pudong New Area's modern social assistance system and advance the 'Practical Services for the People' initiative, the New Area Civil Affairs Bureau held the 2021 Social Assistance Innovation Conference under the theme 'A Century of Pursuing Dreams, Great Love in Pudong'. Pudong Deputy District Mayor Zuo Yimei and Shanghai Civil Affairs Bureau Deputy Director Li Yong attended and spoke. Sunny Deng, Head of Horizon's Family Legal Services Centre, was invited to attend and address the conference.
Since Horizon Law Firm was registered in Shanghai's Pudong New Area in 1997, it has witnessed and actively participated in Pudong's development. Horizon has always supported public-interest causes and established a dedicated Family Legal Services Centre. Working with several nonprofit psychological counselling organisations in Shanghai, it is developing a legal-service system covering marriage, family affairs, inheritance, and the protection of women and children.
Horizon organises teams of specialist lawyers to provide year-round public-interest legal services, focusing on groups with special needs and vulnerable people, including those facing financial hardship, persons with disabilities, minors, older people and migrant workers. We also work with subdistricts and communities to understand the legal issues encountered by neighbourhood offices and residents' committees in social assistance, regularly train community staff, answer practical questions, support law-based administration and protect the lawful rights and interests of assistance recipients.
Horizon works with nonprofit psychological counselling organisations in Shanghai to use professional skills to help people who encounter difficulties in daily life and need legal services. Family disputes are often especially difficult, and litigation can cause greater harm to everyone involved. Building on psychological counselling provided by nonprofit organisations, our lawyers analyse the advantages and disadvantages from a legal perspective, seek to resolve disputes wherever possible, and promote family and social harmony.
Public-interest legal service is an important part of Horizon's work: one we upheld in the past, practise today and will continue in the future. We will remain true to this commitment, continue raising the professional standard of our public-interest work, integrate it with social-assistance mechanisms, protect the lawful rights and interests of vulnerable groups, and make our contribution to fairness and justice.
